Instructions

  1. Boil the base ingredients: Combine water, 1/3 cup butter, salt, and 2 tbsp sugar in a pot and bring to a rolling boil over high heat.
  2. Stir in the flour: Reduce heat, add flour, and stir vigorously until a smooth dough forms and pulls away cleanly from the pan sides.
